The partnership between NOAH Property Management and Greenville Together: A Home For All was born from this belief: homelessness is a housing problem. And in Greenville, the rise in homelessness is closely tied to the region’s lack of affordable housing.
On a recent Zoom call with Cody Carver, Director of Greenville Together and others, our CEO Matt Foster explored the link between homelessness and housing affordability, and what’s being done to address it head-on, with help from partners such as NOAH Property Management.
How did Greenville Together start?
Greenville Together was officially launched in March 2025, but its work began earlier in August 2024, as a grassroots community task force focused on homelessness. Comprised of faith leaders, nonprofit service providers, government officials, and concerned residents, the group came together around a shared concern: homelessness in Greenville was growing into a very visible issue.
Their early work evolved into a One-Year Action Plan, built around two goals: immediate action to reduce unsheltered homelessness & raise public awareness, and long-term solutions that ensure stable, sustainable housing access.
The One-Year Action Plan is composed of these four strategies:
- Housing Surge: Launch a housing surge coordinated through a joint command center to rapidly rehouse individuals experiencing homelessness.
- Public Education and Engagement: Build public awareness and mobilize support for long-term solutions.
- Training and Technical Assistance: Equip organizations with resources and training to enhance service delivery and center equity.
- Accountability and Sustainability: Ensure transparent data collection, progress tracking, and public reporting to drive continuous improvement.
By December 2025, Greenville Together aims to help 80 households secure permanent housing -- 50 through immediate placements, and 30 through support services that stabilize families for the long haul.
Where does NOAH Property Management come in?
To make that goal a reality, Greenville Together needed caring landlords and willing partners in the housing market, and that’s where NOAH Property Management enters the story, Foster explained.

By working with private landlords, Greenville Together can negotiate case-by-case solutions, removing barriers, addressing unique needs, and ultimately getting people into homes faster.
Redefining What It Means to Be a Landlord
NOAH Property Management’s involvement is more than just transactional. It’s transformational. Their partnership is helping reshape the public perception of landlords, proving that property managers can be compassionate, community-minded allies in the fight against homelessness.
In Greenville, the path to ending homelessness runs straight through the affordable housing market—and through efforts like this, real progress is being made.
