NOAH's Approach to Helping Evicted Tenants

Recognizing the profound impact of evictions, NOAH has developed a comprehensive program designed to support those who have been displaced and help them rebuild their lives. Our mission is to provide second chances and to pave the way for a stable and secure future for all tenants, regardless of their past.

Conditional Approval

One of the cornerstones of our approach is conditional approval. This process allows us to offer housing to individuals with a history of eviction, giving them the opportunity to prove their reliability as tenants. By moving beyond a tenant’s past difficulties, we provide a fresh start and a chance to rebuild.

We have partnered with Southeast Affordable Housing Administration (SAHA) to provide economically mobilizing case management for such tenants. Through our conditional approval process, we ensure that these individuals can receive all the same benefits as any of our tenants. This includes access to affordable rents, Flex Pay, deposit alternatives, and credit-building opportunities. By doing so, we help them rebuild their lives and work towards a more secure and prosperous future.

First Impressions Program
In addition to our conditional approval process, NOAH partners with programs like First Impressions to further assist individuals who may not qualify under our standard rental requirements due to credit or background issues. First Impressions offers personalized case management to help applicants address these obstacles, providing guidance and support to get them back on track. Through this collaboration, we aim to expand access to safe and affordable housing for those who might not typically qualify, ensuring everyone has an opportunity to find a home.

Flex Pay

Our Flex Pay program allows residents to align their rent payments with their pay schedule, which helps avoid late fees and better manage finances. This approach not only reduces financial pressure but also supports better budgeting practices.

In addition, NOAH Up participants benefit from our No Deposit Required policy. Eligible residents are not required to pay a deposit, easing the financial burden often associated with moving into a new home. This initiative removes a significant financial obstacle, making it easier for tenants to secure stable housing.

Credit Building

Furthermore, NOAH's credit building program reports positive rent payments to credit bureaus. This helps tenants improve their credit scores, making it easier for them to secure housing and financial products in the future. Building a positive credit history is essential for achieving financial independence and security.

Our commitment is clear: NOAH welcomes residents with eviction records and those with less-than-perfect credit scores. We believe in second chances and practical support, not punitive measures like high double deposits. In fact, with NOAH Up, eligible residents will not be required to pay any deposit at all.

The Reality of Evictions in South Carolina

South Carolina faces a pressing crisis: it has one of the highest tenant eviction rates in the United States. According to the Eviction Lab at Princeton University, South Carolina's eviction rate stands at an alarming 8.87%, compared to the national average of 2.34%. This staggering figure highlights the depth of the housing instability problem that many residents face.

The situation is particularly severe in cities like Greenville and Spartanburg. According to research from the Post and Courier, Greenville has an eviction rate of 19%, with more than 8,000 evictions filed annually. Spartanburg faces an even higher eviction rate at 28%. This means that nearly one in 10 rental households in Greenville and more than one in four in Spartanburg face eviction each year. The economic, social, and personal ramifications of such high eviction rates demand immediate and sustained attention.

The Far-Reaching Impact of Evictions

Evictions are not just a matter of losing a place to live; they are the beginning of a downward spiral that affects almost every aspect of life. The consequences are severe and multifaceted:

  1. Homelessness: The immediate effect of eviction is often homelessness. Families and individuals who lose their homes may have nowhere else to go, leading to an increase in the homeless population and straining local resources.

  2. Economic Hardship: The financial toll of eviction is substantial. Costs associated with moving, storage, and potential legal fees compound the already precarious financial situations many evicted individuals face. This economic strain can make it even harder to secure new housing. Studies show that evictions can lead to prolonged financial instability, often lasting for decades (PublicSource) (The Appeal).

  3. Health Issues: The stress and uncertainty of eviction take a significant toll on both mental and physical health. Increased stress levels can exacerbate existing health conditions and lead to new issues such as anxiety and depression. Eviction-related instability has been linked to long-term negative health outcomes (The Journalist's Resource) (Network for Public Health Law).

  4. Educational Disruption: For families with children, eviction often means changing schools, which disrupts their education. Frequent moves can hinder academic performance and social development, with long-term consequences for the children's future. The constant instability can severely affect a child’s ability to succeed in school and later in life (PublicSource).

  5. Social Stigma: An eviction on one's record is a substantial barrier to securing future housing. Many landlords are hesitant to rent to individuals with a history of eviction, making it incredibly difficult to find stable, safe housing. Evictions can remain on a renter’s credit history for up to seven years, and the existence of an eviction filing can be a public record viewed by any landlord evaluating a tenant’s application (PublicSource).

The pervasive effects of eviction create a cycle of instability that can be challenging to break. It traps individuals and families in a precarious position, making it nearly impossible to regain their footing.

Making a Difference

Recognizing the profound impact of evictions, NOAH has developed a comprehensive program designed to support those who have been displaced and help them rebuild their lives. Our mission is to provide second chances and to pave the way for a stable and secure future for all tenants, regardless of their past. By partnering with SAHA and other organizations, NOAH ensures that tenants have access to resources that can help them change their renter's history and find apartments that take evictions.
